WHO convenes a high-level meeting on current knowledge and experience regarding emergency crisis response for global and globalizing cities.

Convenors/Sponsors: The World Health Organization and the Government of France. Part of a series that includes the 2008 WHO Consultation on Cities and Public Health Crises and the 2016 High-Level Conference on Global Health Security.

Description: This high-level meeting and conference, held by the WHO and Government of France, directly takes up a World Health Assembly mandate to implement one of the 2005 WHO International Health Regulations: namely, to draft a five-year global strategic plan to improve public health preparedness and response. On the agenda are the key factors for developing and evaluating a multi-sectoral approach for adequate preparedness for, and effective leadership during, infectious disease outbreaks and public health emergencies in urban areas. Also presented for in-depth discussion are cases of public and private sector partnerships, within and across sectors, as well as programs of community preparedness, training, and engagement during emergencies, at local, national, and international levels.

Expected panel members include:

  • ministers of health;
  • leaders of urban areas (mayors, governors, boards of health);
  • the WHO Director General, Dr Tedros Adhanom Ghebreyesus;
  • National IHR Focal Points from the 6 WHO Region;
  • UN Organizations, especially those involved in transport and tourism (UNWTO, ICAO, OIE, FAO, UN-Habitat); and
  • national and international stakeholders from the health sector and beyond.
